When you tap the photo button in WhatsApp, the app sends a smaller, re-compressed copy of your image rather than the original. That is why photos often look softer after they arrive.
There are two ways to keep more quality. If you send the image as a photo, pre-compressing it here to a small target size means WhatsApp's own compression stage has less to change.
