The US Department of State's online passport application accepts JPG, JPEG, PNG, HEIC, or HEIF files between 54 KB and 10 MB. The photo also has to be in color, taken within the last six months, unedited, and free of filters or AI-generated content.
The tool is preset to 2 MB — comfortably under the 10 MB ceiling and well above the 54 KB floor, which is where the sharpness stays high enough for face review. There is no reason to compress all the way to the minimum; the floor exists to reject empty files, not to be a target.
This page only handles file size and format. It cannot fix framing, background, glasses, shadows, or expression. If the photo doesn't meet the composition rules, take a new one before compressing.
